The basic letter was an encouragement on behalf of the forum to remove any region restriction on the Xbox 360 releases of the two games since according to Microsoft's publishing policy, region coding is dependent on the publisher of the game. While I'm not necessarily a firm believer in online petitions (a lot of times they just end up being a little 'off'), I do support the cause in this case as the recent trend on restrictions of region coded games on the Xbox 360 has tended to overshadow the number of games without region coding.
Surprisingly, the online petition and letter that was e-mailed to 5pb has already received a response on the forums. Masaki Sakari, the producer of the two titles for 5pb, has acknowledged the petition and according to his response, while he wouldn't go so far as state the games would be region free he does seem optimistic that there are efforts being made in that direction. He also requests that the people who have participated so far with the e-mail writing and online petition to forward the source on to several other outlets in order to help spread the awareness of the demand for the games in the North American market.
It's a start at least... Even if it may be a long shot.
